The American Rescue Plan, Public Law 117-2, established and funded the Higher Education Emergency Relief Fund III (HEERF III) to provide emergency financial aid grants to students. This grant is designated to assist students with any component of their cost of attendance or with emergency costs that arise due to the coronavirus, such as tuition, food, housing, health care (including mental health care) or childcare. It may also aid students who have faced significant unexpected expenses such as loss of employment (either for yourself or your parents), reduced income, or food or housing insecurity.

학교에서 위와 같은 Emergency assistance를 신청하라고 메일이 왔습니다. 지원을 해보고자 하는데, 아직 F-1신분으로 혹시나 이 부분이 공적부조에 해당되어 나중에 영주권 지원시 문제가 되지 않을까 해서 질문을 드립니다. 시간내주셔서 감사합니다.

해당 Grant 는 공적부조에 해당하지 않을듯 사료됩니다.

장학금 그리고 재난구조금은 모두 공적부조에 해당하지 않습니다. Higher Education Emergency Relief Fund는 장학금의 성격도 있고 재난 구조금의 성격도 있습니다. 따라서 공적부조에 해당하지 않습니다.
