Yes, it is reportable. However, in many cases, the police department will not take the report and will inform you that it is a civil matter. At other times, they will take the report but really do nothing about it. Because they are not reliable, you may want to sue the person in civil court to recover your money. In California, the statute of limitation is fraud cases are only 3 years, so you need to do so before that time.
