Q. insurance

I had insurance time of citation. I just didn't have the proof of insurance. So I brought that proof of insurance that I had insurance at the time of citaion, but they insist that I have to pay $446.
Is this right ? Where can I appeal about this matter?

보험에 가입하고 있는 상태라고 하더라도, 보험증서를 요구한 순간에 보험 증명서를 제출하지 못하면 벌금을 물게 되어있습니다.
