A contract or promise to pay written in Korean is okay. The problem you may have is whether the language was written correctly. If it was written by a non-lawyer, there is a high probability that there contains errors which may make it invalid. Also, you must know that a breach of oral contract has only a 2 year statute of limitation whereas a breach of a written contract has 4 years.
It is best that you get an attorney to rewrite a new contract or promissory note that have the borrower sign it right away. If the borrower does not sign, its better that you sue right away.
