Someone scratched back bumper of the car was parked on the parking lot.
I know that perpetrator, but he just want to spray on it. I refused to do so, then he did not do anything so far. It happened more than one month. I want to report him "Hit and run". Is it possible? How? Need any help.

You can try but chances are the police won't take your report since you know the guy an have communicated with him. You can still sue for your damages.
