do they always ask order people to appear in court for a debtors examination? and if i dont go then i can arrest?

Debtor's examination is a process in which the plaintiff with a judgment can get a court order to have the defendant come to court to disclose his finances. If you miss it more than once, the court can issue a bench warrant for your arrest. As such, its best to go. Don't worry about your legal immigration status as it is a civil matter unless you fail to show.
