Your question has multiple facets. First, you need a business license to conduct any business in any city in the US. Second, depending on the type of business, you may need additional license or permit. For example, if you are opening a bar, you would need a liquor license. In your case, you probably don't need any license except for business license. You may need custom clearance on certain items.
Second, as for your legal status, you are technically not suppose to work for money in the US under your visa. Will INS find out, probably not, but it still a violation of your visa status.
