버락 오바마 대통령은 15일 드림법안으로 구제받을 수 있는 불법체류 청소년들에 대한 추방을 전면중단하고 이들에게 워크퍼밋카드를 발급하겠다는 대통령 행정명령을 발동했습니다.
조만간 시행세칙이 나오겠지만 현재 발표된 내용은 다음과 같습니다.
1.Came to the United States under the age of sixteen;만16세 이전에 미국에 왔어야 합니다.
2.Have continuously resided in the United States for a least five years preceding the date of this memorandum and are present in the United States on the date of this memorandum;6/15/2012년 전에 5년간 미국에 계속적으로 거주하고 있었어야 하고 6/15/2012년 현재 미국에 있어야 합니다.
3.Are currently in school, have graduated from high school, have obtained a general education development certificate, or are honorably discharged veterans of the Coast Guard or Armed Forces of the United States;학교에 현재 다니고 있거나 고등학교를 졸업, 또는 동등한 학력을 가지고 있고, 또는 군대에 다녀왔어야 합니다.
4.Have not been convicted of a felony offense, a significant misdemeanor offense, multiple misdemeanor offenses, or otherwise pose a threat to national security or public safety;중죄(1년 이상 징역형에 해당할 수 있는)를 범한 적이 없고 여러번의 경범이 있어서도 안됩니다.
5.Are not above the age of thirty:30세 미만 이어야 합니다.
