엄밀히 말해 퍼머넌트 레지던트는 아니지만, 그냥 레지던트난에 표시하는 것이 적당할 것입니다.
그리고 인스테이트 자격은 해당 주에서 1년이상 살았어야 합니다.
캘리에서 뉴욕으로 진학하면, 당연히 인스테이트 학비에 해당 안됩니다. 영주권자나 시민권자라 하더라도 타주생은 인스테이트 학비에 해당이 안됩니다. 하물며 추방유에자는 말할 것도 없습니다.

에보시면 추방유예자는 인스테이트학비에 해당된다고나와있는데 이건 그럼 어떻게 받는것입니까?

Until you qualify as an independent student (usually age 24 or over, married, in a graduate program), your state of residence is based on where your parents live. Moving there, getting a drivers license, etc will not make you eligible for instate tuition unless your parents are residents.

I would recommend that you attend a college in your home state and highly advise against moving to another state.
iIm assuming you are from the state of California. California has been one of the few states that grants in-state tuition to undocumented students.
