채권(bond)은 일종의 보증금으로, 이민국에서 신청인의 재정상황을 심사후, 공적부담이 될 가능성이 있는 신청인들을 대상으로 보증금을 "요구할 때" 본인 혹은 보증인이 그 보증금을 납부하여야 하고, 그 보증금을 되돌려 받기를 원하실 때 제출하시는 것이 I-356입니다. 따라서 영주권 신청시에는 제출하지 않는 것입니다.

신청시에 제출하시는 것이 아니라고 사료됩니다. 참고로 다음 이민국 웹사이트 내용을 참고하시기 바라겠습니다.

In addition, except in Illinois, applicants for adjustment of status
subject to the public charge ground of inadmissibility and the Final
Rule will be required to submit Form I-944, Declaration of Self Sufficiency. Certain applicants whom USCIS invites to submit a public charge bond will use the new Form I-945, Public Charge Bond, for that purpose, and the new Form I-356, Request for Cancellation of Public Charge Bond, to request cancellation of a public charge bond.
