지난 7월 14일에 연방 상하원을 통과하고 16일인가 오바마 대통령이 최종 결재하여 통과된 실업급여 연장안에 대해 혜택을 보시기 위해서는 어떻게 해야 하는지에 대한 정보를 올려 드립니다.
일단 일년을 초과하신 분들은 실업급여가 더 이상 진행이 안 되어서 경제적으로 많은 곤란을 겪으셨을것으로 생각됩니다.
다행히 오바마 대통령의 적극적인 지지속에 실업급여의 지급기한이 최대 99주로 늘어 났으나 이를 모르시는 분들이 의외로 많이 계시고 알고 계신다고 하셔도 EDD에서 메일이나 다른 방법으로도 전혀 통보를 안 해 주고 있음으로 해서 고통을 받고 계시는 분들에게 알려 드리는 정보입니다.
먼저 지난 6월까지 52주의 실업급여를 수령하여 더 이상의 실업급여가 지급이 안 되고 계신분들에게..
반드시 EDD에 연락을 하셔서 처음 신청하실때와 똑 같이
재신청을 하셔야 합니다.
만약 당사자가 재 신청을 안 하시면 EDD에서 자진해서 여러분들에게 실업급여를 지급하지 않습니다.
EDD에서 편지, 전화 또는 이멜로도 전혀 통보를 안해주고 있음으로 반드시 수혜자가 http://www.edd.ca.gov/Unemployment/에 가셔서 온 라인으로 재신청을 하시거나 아니면 EDD 전화번호 1-866-333-4606 으로 하여 주시면 됩니다.
전화신청으로 하시게 되면 전에는 30분 이상의 시간이 소요되었으나 요즘에는 10분이내면 담당자와 통화가 되더군요.
사전에 처음 등록시 등록하신 비밀번호, 소셜번호, 등록된 전화번호(의외로 조심하셔야 합니다) 그리고 일주일동안 받으셨던 실업급여(세금공제전 금액)등등을 미리 준비하셔야 합니다.
왜냐하면 위에 열거한 정보들을 모두 입력하셔야 담당자와 연결이 됩니다.
만약 영어가 약하다고 생각되시면 한국어를 하실수 있는 분을 바꿔 달라고 하세요.
한국어를 구사하시는 분이 몇분 근무하고 계시기 때문에 전화번호를 남겨주시면 당일 또는 늦어도 다음날까지는 한국어를 구사하시는 담당공무원분이 전화를 주실것입니다.
인터뷰를 하실때 담당공무원이 물어보는것은 처음 신청하실때와 거의 같다고 보시면 됩니다.

New Developments on Federal Unemployment Extensions

On Thursday, July 22, 2010, President Obama signed federal legislation authorizing further access to federal unemployment extension benefits. Approximately 510,000 people ended up experiencing disruptions in federal extension benefits before the reauthorization was approved. Staff at the Employment Development Department responded quickly, working over the last few weekends to catch up on retroactive extension benefits owed to many of these customers. Federal unemployment claims have been filed and claim forms sent out to all potentially eligible clients. The large influx of claim forms submitted back to EDD so far have been processed for retroactive benefits dating back to June 2, 2010.
The new legislation has allowed EDD to resume automatically filing the next level of extension claim for eligible unemployed workers once they run out of their regular state unemployment benefits or one of the four tiers of federal extension benefits. November 30, 2010 is now the new deadline for starting any next tier of federal extension benefits available. But the new legislation did not provide any additional benefits to the current maximum of up to 99 weeks of unemployment benefits. EDD will be closely monitoring any developments on a new bill introduced in Congress that could add an additional tier of extension benefits to the maximum of 99 weeks. But at this point, no significant movement on the bill is reported.
Unemployed individuals may be eligible for assistance to meet basic needs as well as other services such as health care, counseling, employment and training assistance. Impact for FED-ED Extension Customers
About 145,000 of all customers who experienced disruptions in extension benefits are those who were collecting on the separate extension called the FED-ED extension in California. Due to the lapse in benefit reauthorization, FED-ED benefits had to be abruptly halted in early June. The new federal legislation allows FED-ED benefits to resume. As long as California continues to meet the unemployment requirement to file FED-ED extensions, EDD can continue filing new FED-ED extensions that provide up to 20 additional weeks of benefits. The FED-ED claim must begin by November 30, 2010.
EDD was able to quickly process many of the claim forms we had already received from these impacted claimants before the new federal legislation was approved. Over the few weeks since, EDD has sent further claim forms to potentially eligible clients and has processed completed forms received back from these customers. It typically takes just a day or two to issue payments to eligible customers once their claim forms are received.
Retroactive benefits cannot be paid in one lump sum, but rather in two-week increments. Checks are being issued in succession dating back to periods of eligibility from June 13, 2010, forward for each week a properly completed claim form is received.
Impact for all Other Affected Customers
Another 364,000 of the total customers impacted by the Congressional impasse are those who ran out of either a regular state unemployment claim or one of the four tiers of federal extension claims over the last several weeks. Some customers had already submitted claim forms and EDD has issued payments to those who are eligible. EDD immediately filed the next level of extension claim automatically for the remaining 334,000 of these impacted customers who met the eligibility criteria for extensions, and sent them claim forms.
Once customers complete and mail back the first claim form, they can expect to receive further claim forms in rapid succession over the next few weeks to complete quickly and send back to EDD. The Department will issue checks for eligible weeks of unemployment until we are caught up on all retroactive weeks of benefits on these claims. All claim forms received for weeks of unemployment dating back to early June have been processed.
Retroactive benefits can not be paid in one lump sum, but rather in two-week increments. As soon as each properly completed claim form is received EDD should be able to process payment within just a few days for all eligible claimants who have remained unemployed and able, available and looking for work.
