안녕하세요
이민세관단속국에서는, F1 학생의 경우, Puerto Rico를 통해서 다른 나라로 가는것이 아닌경우, 비자가 필요하지 않다고 이야기 하였습니다. 하지만, Valid 한 I-20 와 만료되지 않은 I-94는 필요합니다. 또한 SEVIS 가 Terminate 이 되어있지 않으셔야 됩니다. 다음 이민세관단속국에서 발췌한 내용을 참조하시기 바라겠습니다.
2.G. Do I need a valid visa to visit Puerto Rico, or the U.S. Virgin Islands, or the Northern Mariana Islands?
No, unless your travel plans include entry to any other country en route to these U.S. territories. You will need a valid Form I-20 and a valid unexpired Form I-94. Be sure that you do not have a terminated SEVIS record indicating that you are out of status.
