Q. Becoming guardian of Korean nephew - legal recommendations?

I'm American and my husband is a Korean citizen with a green card. Our nephew, who lives right now with his parents in Korea, will be moving in with us next year and probably will stay until he goes to college in 5 years. We need legal help sorting out the immigration and guardianship issues (we won't be legally adopting him but still need to be able to make decisions about his medical care, etc). Should I talk to an immigration or family lawyer or both? And does anyone have any lawyer recommendations?
Sorry this is in English, my Korean isn't good enough to ask such a complicated question.
