Q. Adoption friend's kid from Korea

My friend was divorced. She has a 8th grade (14 yrs old) daughter. Both live in Korea. My friend doesn't have a job. So I think about adopting her daughter to the USA. The kid doesn't get child support from her father. I am 46 yrs old and my husband 42 yrs old. We don't have any kid.
What is the first step to adoption? Do we need to sponsor her to get f1 visa first?
